EXECUTIVE SUMMARY
Partners In Health (PIH)
is an internationally recognized, non-profit organization based in Boston, MA,
whose mission is to provide a preferential option for the poor in health care.
Through its community-based service model, PIH works globally to bring the
benefits of modern medical science to those most in need and to serve as an
antidote to despair. PIH has major programs in Haiti, Peru, Russia, Rwanda,
Lesotho, Malawi and Boston, working tirelessly to lessen the joint burden of
disease and poverty.
Founded in 1987 by Dr. Paul Farmer, an international public health leader and
acclaimed anthropologist, Partners in Health is a natural evolution of work at
the Clinique Bon Sauveur in Cange, Haiti, to deliver health care to the
residents of this village. This Clinic was just the first of an arc of
successful projects in central Haiti designed to address the health care needs
of the residents of the poorest area in Haiti. Since 1987, PIH has expanded its
operations to a total of 10 countries and has launched a number of significant
initiatives. Using a community-based care model, Partners in Health is a pioneer
in the fight against treatable and curable infectious disease in developing
countries.
Poised for continued success, Partners in Health recognizes the opportunity to
increase its impact internationally by engaging new support and donors from both
domestic and international public sectors. To achieve these goals, PIH seeks a
Director of Public Sector Development who will play a critical role in
furthering the organization’s mission to raise the standard for health care
access and outcomes in resource-poor settings around the world.
This position calls for an entrepreneurial, dynamic individual with humility, a
deep personal commitment to public health and a proven ability to cultivate and
steward resources on behalf of a mission-driven organization. PIH seeks an
individual with a consultative and accessible leadership style, outstanding
writing and communication skills, integrity, and exceptional leadership and
managerial skills. S/he will have a strong presence, diplomatic management style
and ability to achieve outcomes in a highly-driven and committed workplace.

The work of Partners
In Health has three goals: to care for patients, to alleviate the root causes of
disease in their communities, and to share lessons learned around the world.
Through long-term partnerships with collaborating organizations, Partners In
Health is at the forefront of delivering high-quality medical care in
resource-poor settings while simultaneously working to alleviate the crushing
economic and social burdens of poverty that exacerbate disease. PIH believes
that health is a fundamental right, not a privilege. Through their service,
training, advocacy, and research, Partners In Health aims to raise the standard
of care for the poor everywhere.
PIH has long been at the forefront of addressing effectively a range of
allegedly “untreatable” health problems in poor countries, including HIV/AIDS
and drug-resistant tuberculosis, specifically by working with the public sector
to improve access to treatment and by integrating treatment programs within
strengthened comprehensive primary health care services. A hallmark of the PIH
model of care is the use of trained and compensated community health workers to
monitor patients on treatment, engage in active case-finding, and conduct health
outreach and education in their communities. In addition, PIH defines health
broadly to include access to sufficient nutritious food, clean waster, adequate
housing, and educational opportunity, and has an array of programs in each of
these areas. Treating each patient as they would a member of their own family,
PIH’s impact is greatest because of its willingness to form long-term
partnerships with rural, underserved communities, build local capacity, leverage
resources, and advocate internationally for access to medicine as a basic right.
Elements of PIH’s community-based approach have been disseminated to and adapted
by other countries and programs throughout the world.
OPPORTUNITIES AND CHALLENGES FACING THE NEW
PROGRAM DIRECTOR
In this newly created
position, the Director of Public Sector Development will design and manage
effective strategies to increase contributions, grants, and awards from public
sector sources. Critical functions include developing and managing relationships
with funding sources, including U.S. and foreign government funding agencies and
multilateral funding sources such as the Global Fund to Fight AIDS, Tuberculosis
and Malaria (GFATM) and the agencies of the United Nations such as UNICEF and
the World Food Program. There may also be opportunities for state and municipal
funding for PIH domestic programs.
A member of the senior management team, the Director of Public Sector
Development will work closely with the executive leadership of the organization
to set strategy, prioritize goals, and implement plans to achieve success. The
Director of Public Sector Development can expect to engage in the following
opportunities and challenges in the first 12-18 months of his/her tenure:
Develop and lead a public sector development program.

Expand and develop all public
sector development initiatives including relationships with funding agencies
that support health care and poverty alleviation programs.

Secure funding sources from the U.S. federal government, foreign governments,
and multilateral organizations through strategic networking that will include
extensive travel to Washington D.C. and PIH country sites.

Cultivate and respond to domestic and international public sector funding
opportunities with outstanding, innovative, and compelling grant proposals.
Partner with Program and Country Directors to develop country-specific
fundraising strategies, goals, and plans; ensure positive relationships with
local governments.

Lead and mentor a diverse group of physicians, program personnel, and other
front-line staff to identify funding opportunities and research funding to
support PIH efforts.

Lead RFP response teams with thoughtful preparation and planning; coordinate
teams of staff in the conceptual development, writing, and editing of proposals;
meet RFP requirements and deadlines in a timely fashion.

Establish and cultivate ongoing, positive relationships with a variety of
international funding sources on behalf of PIH.
Collaborate and liaise within PIH to generate, evaluate and maximize revenue and
programmatic goals through public sector funding.

Collaborate with and support the PIH Director of Policy and Advocacy to
influence international health and development policy in favor of social justice
and human rights, ultimately leveraging public sector resources.

Develop benchmarks and build targets to assess programmatic gains and to
demonstrate the tremendous impact of public sector funding.

Liaise and coordinate with Program and Finance teams to assure grant awards
are implemented to serve organizational goals and meet donor requirements,
ensure that narrative and financial reporting requirements for all grants are
met.

Contribute to PIH organization-wide revenue forecasting through active
partnership with the Individual and Institutional Development Teams.
Lead and coordinate PIH institutional partner activities.

Lead and coordinate PIH institutional partner activities, primarily affiliated
programs at Harvard University and Brigham and Women’s Hospital, in an effort to
coordinate joint public sector approaches. Specifically, the Director will
provide support to Harvard faculty on federal research proposals that are
targeted for PIH sites.
QUALIFICATIONS OF THE IDEAL CANDIDATE
The successful candidate
will bring solid knowledge of public sector development and funding
opportunities. S/he will have a keen understanding of domestic and
international public sector funding streams and the process for securing
project support. S/he will have excellent writing/editing skills and
experience in leading RFP teams from start to finish, diplomatically
managing a dedicated group of staff to meet deadlines. The successful
Director will demonstrate an ongoing commitment to expanding his/her
knowledge base in PIH program areas. Finally, the successful candidate will
possess a superior work ethic, humility, and dedication toward fulfilling
Partners In Health core mission and values.
While no one person will embody all of the qualities enumerated below, the
ideal candidate will possess many of the following professional and personal
abilities, attributes, and experiences:

A master’s degree in management, public administration, or public health
or equivalent experience required.

A minimum of seven to ten years of proven, successful experience in public
sector fundraising, government service, lobbying, or government relations.

Entrepreneurial instincts to develop and create systems as needed, paired
with the flexibility to work temporarily in situations where none exist.
-
A high degree of organization, ability to solve problems, set priorities,
multitask, manage time, leverage limited resources and meet critical
deadlines.

Proven programmatic, technical, and managerial ability and diplomatic
interpersonal skills to collaborate effectively with professional colleagues
in a broad range of indigenous, nongovernmental, governmental, and
international organizations within multiple socio-cultural contexts. Ability
to successfully work across a complex organization.

Demonstrated budget development and management experience.

Intellectual curiosity to understand PIH’s programs as an opportunity to
obtain additional knowledge.

Strong, independent work ethic and comfort working with minimal
supervision, and the capacity and willingness to roll up one’s sleeves to
accomplish the task at hand.

A desire and ability to travel internationally and to Washington, DC for
networking and programmatic issues on a regular schedule.

French language skills desirable but not required.
