Setti Warren Administration:


Newton recently elected Setti Warren on a platform of significant change. Voters determined that the city was headed in the wrong direction and needed the kind of executive leadership that Setti could provide.

During the course of the campaign, Setti spoke honestly and often about the need for prioritization of infrastructure projects and competent management of existing capital endeavors. “I decided to run for Mayor in 2008. At that time I saw a City whose residents had lost confidence in local government. Important decisions were getting bogged down in process, and the tone and tenor of our discourse had become poisoned. And while our community was divided, the cost of Newton North skyrocketed, the renovation of Newton Center was neglected, and our elementary schools and roads and municipal buildings crumbled. I began my campaign because that situation was unacceptable. An undertaking the size and scope of Newton North or the renovation of our entire elementary school system or the work that needs to be done on an ongoing basis in our playgrounds and fields is significant and requires unique skills. That is, someone who has the ability to drive effective community consensus early in the effort, to establish and adhere to a workable budget, to provide oversight and accountability during implementation and to communicate candidly throughout the construction process.”

Mayor-elect Warren is looking for a Director of Capital Planning who can answer this call and work as a full partner in bringing change to Newton.

Essential Function:


The role of the Director of Capital Planning is to assist the Mayor, the BOA and the community in prioritizing all capital projects requiring public money. In addition, the Director would provide critical project management oversight on all major projects and maintain openness and transparency with the Mayor, the BOA and the community on progress made, costs incurred, problems encountered and completion expected.

 

Relationships:


Reports to Department Head, Public Works
Works Closely with Directors of Maintenance - Water and Sewer, Open Spaces and Trees, Buildings, Streets and Sidewalks
External Relationships  


Key Accountabilities:

  • Complete infrastructure inventory and assessment

  • Identify all potential capital projects

  • Assist the Mayor, BOA and community in prioritizing capital projects

  • Participate actively in the capital budgeting process

  • Oversee the identification and selection of capital project resources – project managers, construction companies, tradespeople as required

  • Serve as liaison to all large projects on behalf of the Mayor

Education:

  • Bachelor degree with a major in Urban Planning, Engineering, Project Management, Finance

  • MPA or MBA preferred

Minimum Work Experience:

  • 8-10 years of management experience in large scale project management, construction

  • Municipal and/or government experience preferred

  • Experience with complex negotiations and oversight

Required Skills:

  • Capability to contract, negotiate and provide change management leadership.

  • Has expert knowledge of urban planning, capital budgeting and large-scale project management.

  • Able to analyze and evaluate construction and project management reports.

  • Experience effectively managing, leading, motivating and developing staff by delegating tasks and authority.

  • Is able to establish and maintain cooperative working relationships with others.

  • Is able to develop and implement strategic goals, plans, and procedures for cost effective and transparent management of allocated resources.

  • Is able to assess and prioritize multiple tasks, projects and demands.

  • Uses technology to improve efficiency, effectiveness and transparency.

  • Excellent written and verbal communication skills that engages others and demonstrates active listening.
